The Consultant may be asked to do any or all of the following tasks:   Due Diligence: - Identify Opportunities: The Consultant shall identify major opportunities to enhance MCC's project planning and execution processes, specifically for its Compact and Threshold Agreement projects. These opportunities will focus on developing a project methodology that can be used repeatedly and adapted as needed. - Propose Improvements: They will suggest ways to make the management of investment development tasks more efficient and thorough. This includes looking at how projects are planned, executed, and monitored to find areas for improvement. - Implement Solutions: If MCC agrees with the Consultant's suggestions, the Consultant might be asked to put these measures into action themselves or oversee their implementation. - Conduct Site Visits and Reviews: The Consultant may need to visit locations where projects are planned to get a better understanding of the situation on the ground. They will also review existing documents to assess the management capabilities present and identify any potential risks and issues. - Advise on Further Actions: After assessing the project(s), the Consultant will advise MCC on any additional research or studies needed as part of MCC's oversight process. This includes understanding the costs and impacts of implementing their suggestions, especially how these changes might affect the ability of the organizations responsible for carrying out the projects to deliver the expected results and benefits.   Program Oversight: The Consultant will help the MCC oversee and manage the implementation and performance of program and project management services. They will offer advice to MCC by regularly reviewing and providing feedback on the delivery methods used by MCC and its Accountable Entities (AEs), ensuring that projects align with predefined specifications, timelines, milestones, and budgets. Furthermore, the Consultant will help identify any unexpected issues arising during the implementation process and suggest solutions to address these challenges.   General Technical Advisory Support: In addition to above, the Consultant may be asked to provide general technical advisory support, including:   - Assist in defining what's needed for Integrated Project Management (IPM) strategies, tools, and methods to ensure successful and sustainable delivery of projects funded by MCC.   - Evaluate technical documents related to project design and planning (like preliminary designs, studies, and health and safety plans) to help select the best methodologies for MCC-funded programs and projects.   - Promote awareness and learning about the social and working cultures in MCC's partner countries through guidance, tools, and support.   - Examine local laws and regulations to identify their impact on project management and execution strategies.   - Guide MCC's partner countries in managing and overseeing projects effectively, covering areas such as quality assurance, project review cycles, decision strategy, FIDIC, contract management, and solutions with management and legal components.   - Guide MCC and their partners in methodologies to assess issues and risks to project outputs and outcomes to include impacts associated with program and project identification, design, construction, climate change, policy reform and institutional strengthening.   - Strengthen institutional project management capacity by providing guidance and support to integrate international and local best practices in project delivery into MCC-funded projects.   - Draft terms of reference for hiring project management services to oversee projects.   - Advise on implementation and work plans developed by country teams, assessing their technical suitability and providing feedback for decision-making.   - Ensure consistency with best practices by reviewing draft tender documents and contracts.   - Assess proposal evaluations from technical and procurement perspectives to ensure the best selections are made.   - Review partnership arrangements to ensure effective collaboration between different teams and entities involved in project delivery.   - Verify the qualifications of key project staff before they are hired, ensuring they meet the necessary technical standards.   - Provide general technical advice on proposed programs, helping MCC make informed decisions.   - Evaluate the capacity of project teams and partners, offering recommendations for capacity building and improvements to ensure successful project implementation.   - Facilitate the development and implementation of IPM programs for MCC and its partners, ensuring effective project management.   - Address other specific needs for the successful and sustainable delivery of MCC-funded projects as required.

The Senior Contract Specialist III serves as the Contractor's Site Lead under this contract. The primary duties and responsibilities are to support the Managing Director, Deputy Managing Director, and primarily Supervisory Procurement Analyst with projects related to policies, data, training, and systems. Provides periodic trainings as needed. - cWithin 10 business days of arrival of a new PSC, trains the intricacies of MCC contracting using the CGM Contracts Operating Manual (COM) and Acquisition Instructions (AIs). - Assists the PSCs with questions about MCC systems and coordinate with the system helpdesk as needed. - Reviews and processes PSC timesheets. - Participates in weekly staff meetings with CGM leadership. - Participates in periodic operational/production meetings with the Contractor. - Assists with the hiring and retention. Coordinates candidate interviews to secure highly qualified PSCs that suits MCC's work culture. Ensures affirmative application of equal opportunity to the qualified candidates. Promotes positive morale and strong work ethics among the PSCs. - Presents best practices or lessons learned to PSCs. - Coordinates with CGM colleagues to address and correct performance issues. Regularly monitors and corrects performance issues and prevents them from reoccurring. - Conducts annual performance reviews of each PSC in coordination with CGM colleagues, supervisors, and managers. Resolves complaints and grievances brought on by or pertaining to the PSCs. - Facilitates separations. - Assists the MCC Acquisition Career Manager in managing the MCC FAC-COR Program, to include: - Monitors the status of existing FAC-COR certifications, reaches out and communicates with CORs and PMs, and provides technical assistance to them for maintaining and updating their certifications and escalates to their supervisors as necessary. - Monitors the status of timely invoice review and approval, including outreach to the CORs and PMs to ensure they understand their responsibility and escalate matters to their supervisors as necessary. - Provides guidance to departing or expired CORs and PMs and coordinates the nomination and designation of new CORs and PMs. - Assists in providing internal MCC training sessions to CORs and PMs and assists them locate external training opportunities related to Federal contracts and FA awards. - Assists CGM in researching, creating, and updating internal policies, guidance, instructions, and data. - Facilitates CGM quarterly quality assurance (QA) reviews of its contract actions to ensure adherence to applicable contracting principles, laws, statues, Executive Orders, regulations, and procedures. Reviews the QA results with the CGM division. - Facilitates CGM standardization project to improve and streamline award documents and processes.

XLA is seeking a Deputy Program Manager (DPM) with PSC experience for an anticipated, USAID-funded contract which will provide administrative, technical, and programmatic staff support services to PSC programs managed by USAID.   This position will be contingent upon award and is expected to be a full-time role based in Washington D.C., United States.    The DPM will provide overall leadership, technical direction, and oversight of day-to-day program activity management and customer relationship management.  This individual will use their previous work experience managing similar USAID contracts in complex and fluid environments to support full life cycle project management duties including the hiring and management of PSC recruitment professionals. - Serve as the primary point of contact whom USAID may contact for procedural and substantive matters. - Lead the technical supervision of all aspects of contract work, including staff/consultant identification and management, dissemination of information, and submission of reports and other contract deliverables. - Respond to task order requests, and provide central management and oversight of task orders under the contract. - Work collaboratively and often with USAID leadership, field project managers, technical officers, contracting officers, and contracting officer representatives in the Office of Acquisitions and Assistance to carry out acts to support and respond to task orders, ensure mutual understanding of expectations, and adapt to emergent changes in the operating context. - Provides oversight for PSC Recruitment & teamwork products ensuring acceptable quality control methods are consistently followed and monitored and high team performance is achieved. - Report to USAID technical and contract personnel in accordance with its reporting requirements. - Support the development and delivery of high-quality materials and presentations aimed at different audiences, including decision-makers. - Managing logistics and support for employee and consultant on-boarding and deployment processes as well as full time staff TDY travel - Supporting specific needs within personnel management - recruitment, onboarding, orientation, staffing, performance recognition/improvements, and performance reviews. - Ensures position descriptions are created for new positions and updated for existing positions. - Support staff communications and information dissemination. - Motivates staff to achieve a high standard of quality service and support professional development. - Provide management support for surge staff brought on for short/long term assignments. - Assists in interpreting policies, purposes, and goals of corporate and/or USAID for contractor support staff. - Updating financial projections to reflect changes in overall staffing levels, expectations, and client priorities - Ensure all documentation for timesheets, invoices, subcontractors, vendors, and procurements are properly prepared and compliant. - Provide staff oversight and ensure staff are compliant and adhering to government rules and regulations. - Maintain good communication and professional relationships with all colleagues and clients. - Documents meeting discussions with customer capturing action points. - Supporting ad hoc and special projects which may be either time sensitive or long-term in nature
