Position Description

The Program Manager (PM) will be responsible for overseeing and managing all aspects of the Financial Support Services contract for the Department of Homeland Security (DHS) The PM will serve as the primary point of contact between the contractor and DHS, ensuring the successful execution of the contract, compliance with all requirements, and the delivery of high-quality services.

Key Responsibilities:

·        Serve as the primary contact for technical and administrative contract matters, developing and executing the Contract Management Plan effectively.

·        Maintain communication with the COR and CO, promptly addressing any issues, and providing weekly and monthly performance reports.

·        Oversee financial processes, ensuring funds control, certification, and timely processing of IPACs and commercial invoices for smooth operations.

·        Supervise travel management systems, ensuring compliance with Federal Travel Regulations and proper administration of GSA SmartPay Card Program.

·        Manage conference planning, ensuring compliance with DHS policies, cost efficiency, and proper implementation of regulations and internal processes.

·        Ensure internal controls are in place, compliant with OMB Circular A-123, and support financial audits by providing necessary documentation.

·        Oversee executive support services, develop and maintain SharePoint applications, and ensure records management compliance with NARA and DHS standards.

·        Lead and manage staff, implementing recruitment and retention strategies while fostering a collaborative environment for contract continuity and success.

Requirements

Qualifications:

  • Proven experience in program and contract management, preferably within a federal government or DHS environment.
    • Strong knowledge of federal financial management practices, including accounting, auditing, and internal controls.
    • Familiarity with Federal Travel Regulations (FTR) and Federal Acquisition Regulations (FAR).
    • Experience managing travel and bankcard programs, including the GSA SmartPay Card Program.
    • Expertise in conference management, financial operations, and SharePoint development.
    • Excellent leadership, communication, and organizational skills.
    • Ability to work independently and collaboratively, managing multiple tasks and competing demands.
    • Proficiency in Microsoft Office products, including Teams and PowerPoint.
    • Ability to obtain and maintain a DHS fitness vetting and security clearance as required.

Availability:

The Program Manager must be available via telephone between 9:00 AM and 5:00 PM EST, Monday through Friday, and respond to technical problem resolution requests within 24 hours.
