XLA is looking for a Screener to support a federal customer located in the Kingdom of Saudi Arabia. Screeners will be able to: - Conduct screenings, complete reports, and do all necessary background checks on locally employed persons being screened including not limited to newly hired staff; - Screenings will include an in-depth interview utilizing a standardized interview method supported/approved by the Installation Access Application (IAA) and Air Force Office of Special Investigations (AFOSI), as well as records checks and biometric enrollment; - Utilize equipment to include NRTIO (Near Real-Time Identity Operations) biometrics, PCASS (Preliminary Credibility Assessment Screening System), and/or CELLEX; - Work in concert with the Defense Biometric Identification System (DBIDS), the Site Security Manager (SSM), and necessary biometrics databases in order to accomplish required screenings - The screening process will be conducted in accordance with applicable USCENTCOM and USAFCENT security directives; - Structure interviews to create a professional and respectful environment; - Follow Standard Operating Procedures based upon the local environment, host nation processes, and applicable US or host nation requirements or laws; - Contactor personnel will be housed on the air base and will have access to facilities.

The position is currently working remotely and subject to change.   The responsibilities for the Contract Specialist are as follows:  - Develop acquisition plans and procurement  milestone schedules; - Coordinate tasks and attend meetings related to the development of a procurement  package; - Prepare procurement packages, including preparation  and review of requirements  documentation (e.g., Statements of Work (SOWs), Statements of Objectives (SOOs), Statement of Need (SON), Performance  Work Statement (PWS)), market research documentation, independent  government cost estimates (IGCEs), draft evaluation factors, applicable pre-award determinations and findings, and applicable pre-award clearances  and reviews (e.g., Small Business  Set-Aside Review and Information  Technology  Checklist); - Provide recommendations concerning the selection of contract type and method of acquisition; - Prepare and assist with the preparation of Justifications  for Other-Than-Full- and-Open-Competition (JOFOCs); - Prepare or assist with the preparation of Determinations and Findings; - Draft or assist in drafting and issuing applicable pre-award synopses; and - Present or assist in presenting acquisition planning documentation for higher level reviews and approvals - Review of acquisition requirements documents. - Review and improve customer statements of work and other pre-award documentation. - Participate in working groups. - Review and participate in training development and delivery. - Develop briefings and position papers, review drafts, and finalize documentation.

XLA is looking for a Program Manager to support a federal customer located in Washington, DC.  To provide Program Support to the evolving Amtrak capital program. - Expert knowledge and recommendations based on extensive passenger railroad understanding and experience to analyze current activities and provide guidance on best governance practices. - Approach and structure that will help ensure Amtrak grant funds are spent in a manner that ensures the highest value in accordance with statutory requirements. FRA has worked with Amtrak to implement the FAST Act Account Structure that includes specific requirements associated with financial reporting, grant management and business line planning. - Shall provide the FRA with operational support for the development of the program and risk management plans for those grants which fund the Amtrak Capital Program (About 50 million per year) - Must be ale to provide alternative grantee and stakeholder institutional structures, taking into account cross comparisons among various projects and organizations and then highlighting strengths for future best practices. - Develop input for a strategic plan to establish a cooperative process for a working relationship with Amtrak based upon best practices involving an appropriate exchange of data and information. - Develop a Program Management Plan and a Program Risk Management Plan for FRA’s use in overseeing/governing Amtrak’s capital project execution

The ideal candidate will meet the following criteria:   - Senior level will have a minimum of ten (10) years hands-on Information Technology project management experience overseeing projects that follow a traditional waterfall life cycle and/or agile life cycle approach similar in size and scope to this Task Order. - Must have a minimum of seven (7) years hands-on Information Technology project management experience overseeing projects that follow a traditional waterfall life cycle and/or Agile/Scrum life cycle approach similar in size and scope to this Task Order. - Must have five (5) or more year’s prior hands-on experience creating IT project schedules in Microsoft Project. - Must have demonstrated familiarity with technology product management best practices and concepts (evolving product is whatever solves user problems, outside-in solution approach, syncing function of product management, etc.). - Must have prior experience with business analysis and solution design around complex processes and IT systems, preferably for the federal government.  - Must have prior experience working in a matrix environment. - Must have intermediate to expert level of experience with Microsoft Word, PowerPoint, Project, Excel and Visio. - Must have strong oral and written skills and experience interacting with and presenting to senior leaders, contract officers etc. within an organization. - Must have strong skills in the following key areas including: strategic thinking, multi-tasking, negotiation, conflict management, time management, planning and executing to a defined schedule/budget. - Prior Federal, State or Local government IT project management experience is a plus. - Prior experience in Government Capital Planning and Investment Control (CPIC) is a plus. - Prior experience setting up and maintaining a MS SharePoint page for projects to provide access to key project documents is a plus. - Prior experience with business process mapping and reengineering is a plus. - The Project Manager will also assume all Program Manager responsibilities.
