Position Description

Mid-Level A&A Specialist will be responsible for supporting a portfolio of complex contracts in USAID's Bureau for Global Health. You will provide technical guidance, support procurement and program teams, and ensure compliance with USAID and US Government regulations.

 

  • Manage and coordinate the full acquisition and assistance (A&A) cycle, including pre-award, award, post-   award, and close-out activities.• Ensure all contracts, grants, and cooperative agreements comply with applicable USAID and US Government regulations and policies.
    • Review and analyze proposals, applications, and budgets for cost realism, financial responsibility, and conformance with USAID standards.
    • Provide technical assistance to USAID staff, implementers, and partners on A&A related matters.
    • Conduct pre-award assessments, and negotiate and prepare awards and modifications.
    • Monitor implementation of awards for compliance with award terms, conditions, and USAID reporting requirements.
    • Coordinate with relevant teams to resolve implementation issues and ensure optimal program results.

Must be knowledgeable in the U.S. Government acquisition and assistance procedures, such as - knowledge of contracting principles, laws, regulations and procedures applicable to pre-award, award and post-award actions sufficient to procure and/or administer contracts/agreements for major development, testing, and/or production, or mastery of a procurement functional area sufficient to provide technical leadership, staff coordination, and consultation including responsibility for formulating guidelines, implementing new developments, and providing policy interpretation.

Requirements

  • Facility access clearance required
  • A Bachelor's degree in Business Administration, Public Administration, Finance, Law, or a related field. A Master’s degree would be preferred.
  • A minimum of three years of relevant work experience in procurement, contract management, or related fields to include demonstrated experience in working on acquisition and assistance actions.
  • Comprehensive understanding of US Government regulations and policies governing A&A (such as FAR, and 2 CFR 200, AIDAR, ADS).
  • Previous experience with international development is strongly preferred.
  • Excellent verbal and written communication skills in English.
  • Strong negotiation, problem-solving, and analytical skills.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, etc.) and Google Suite.
  • Ability to interpret, communicate and summarize acquisition and assistance findings and recommendations.
  • Participate in consultative processes involving a wide range of stakeholders.
  • Must be able to prepare products independently with appropriate content and minimal errors in a timely manner.
  • Must be able to work in a fast-paced environment and consistently meet deadlines.
  • Ability to contribute to a collaborative team environment, respectful of diversity and that promotes inclusion.
  • Strong oral and written communication skills.
