Position Description

The Acquisitions Program Manager will be responsible for overseeing all contractor work performed under the Performance Work Statement (PWS) for the U.S. Coast Guard (USCG). This role serves as the primary point of contact for the Contracting Officer (KO) and the Contracting Officer’s Representative (COR). The Program Manager will manage a team of professionals and must be deeply familiar with USCG acquisition processes, providing cradle-to-grave contracting and procurement support services across multiple USCG locations.

 

Key Responsibilities:

Program Management:

    • Serve as the single point of contact for all contractor-related activities under the PWS.
    • Manage the program’s day-to-day operations, ensuring all deliverables are met.
    • Ensure communication with the KO and COR is timely and effective.
    • Designate and manage alternates who can assume full authority in the Program Manager's absence.

Contracting and Procurement Support:

    • Provide comprehensive support for pre-award/solicitation and post-award/closeout functions in line with FAR regulations and USCG policies.
    • Execute tasks including checklist preparation, desk audits, vendor release, invoice confirmation, and DD Form 1594 completion.
    • Manage inventory control, tracking the status of closeout actions, and ensuring thorough financial and procurement analysis.

External Contracting Systems Support:

    • Offer analysis support services for government-wide and DHS contracting systems (e.g., SAM.gov, CPARS).
    • Validate data accuracy, analyze trends, and assist with report development.
    • Provide system administration, user support, and assist in the creation of training materials.

File Inventory Control:

    • Oversee the retrieval, logging, tracking, and control of contract files within the USCG system.
    • Ensure proficiency in MS Access and Excel applications for tracking purposes.

Office Support:

    • Provide administrative support to senior leadership, including calendar management, briefing book preparation, and scheduling.
    • Assist with travel arrangements, data gathering, and managing spreadsheets.
    • Offer FSMS, IPP, and FMPDR support services, including logistics planning, data migration, and help desk activities.

Stakeholder Communication:

    • Act as the liaison between the contractor team and USCG, facilitating communications and resolving issues promptly.
    • Attend and participate in meetings with USCG and DHS stakeholders, providing recommendations and insights.

Compliance and Security:

    • Ensure all contractor personnel meet security requirements, including favorable fingerprint checks and Tier 1 investigation clearance for CAC issuance.

Travel:

    • The Program Manager may be required to travel to additional places of performance as outlined above, including but not limited to Elizabeth City, NC; Alexandria, VA; Baltimore, MD; Norfolk, VA; Seattle, WA; and Chesapeake, VA.

 

Requirements

  • Extensive experience in USCG acquisition processes.
  • Strong leadership and program management skills.
  • Proficiency in MS Access and Excel.
  • Familiarity with federal contracting systems and FAR regulations.
  • Ability to communicate effectively with government officials and stakeholders.

 

Work Hours:

  • The Program Manager must be available to the COR via telephone between the hours of 0800 and 1600 EST, Monday through Friday.
