Position Description

XLA is seeking an Lead Procurement Specialist with international and international development experience in procurement for an anticipated MCC funded project. 

 

The IPA shall be responsible for all procurement processes for assigned SLCDU/AE-managed/MCC-funded contracts,
including, but not limited to, the following:
(i) On behalf of the AE, develop, plan, manage, and administer the entire procurement cycle for selecting the suppliers,
contractors, and consultants for a variety of goods, works, and services as approved by the MCC. The IPA will be
responsible for ensuring that that all procurements and procurement filing procedures comply with MCC's required
procurement procedures, as provided in the MCC PPG and other documents, and that all prescribed forms and
templates are used.
(ii) Update MCC's Procurement Operational Manual/Interim Procurement Operations Manual and Bid Challenge
System/Interim Bid Challenge System for the use by the AE. The initial IPOM and IBCS have been prepared and
approved by MCC. The IPA is responsible for the updates as required.
(iii) Organize pre-proposal and pre-bid events as directed by MCC. The cost of the logistics of these events will be paid
separately.
(iv) Develop solicitation documents, using MCC Standard Bidding Documents. Review all solicitation documents for
accuracy and compliance with MCC procurement procedures before submission to AE and MCC for requisite
approvals.
(v) Assist the AE in identifying and finalizing contracts for the TEP.
(vi) Manage evaluation panels according to MCC's procedures. Prepare required technical/financial/combined evaluation
reports and bid review reports, using MCC templates.
(vii) Assist the AE in negotiations and finalization of the contracts with all contractors.
(viii) Take measures to prevent, detect and, if so, instructed by MCC, remediate fraud and corruption in the conduct of
procurements in accordance with the principles set out in MCC Policy on Preventing, Detecting, and Remediating
Fraud and Corruption in MCC Operations.
(ix) Ensure that all procurement-related approvals for selection of suppliers, contractors, and consultants are obtained as
required under the MCC procurement procedures.
(x) Guard against conflicts of interest, real or in appearance, in the operation of the procurement activity.
(xi) Maintain controls throughout the process for selection of the suppliers, contractors, and consultants to ensure good
faith, fair dealing, and appropriate confidentiality by representatives of the IPA and others who are officially involved
in the procurement activity.
(xii) Ensure that the terms and conditions of contracts include all provisions required by the MCC templates and funding
agreements as per the SBDs.
(xiii) Assist the AE in providing prompt and fair response to bid challenges of the procurement activities.
(xiv) Assist MCC in providing initial procurement training to AE staff and transition/handover to the full-time PA when
contracted and mobilized.
(xv) Maintain all procurement documentation using MCC's archiving procedures for audit purposes and transfer these to
the MCA Entity's PA during transition and handover.
(xvi) Other tasks necessary for the successful realization of the objectives herein described, as directed by MCC.

Requirements

  • At least five (5) years of hands-on experience in preparing procurement plans, solicitation documents, managing
    evaluation panels, advising foreign country counterparts, and in managing teams of procurement experts for
    providing timely and high-quality delivery under multilateral aid agency procurement procedures.
  • Fluency in written and spoken English is required.
  • International certifications such as the PMP or CIPS are preferred, but not required.
