Position Description

XLA is seeking an IPA Lead Procurement Specialist with international and international development experience in procurement for an anticipated MCC funded project. 


  • Required to be proficient in international public procurement procedures, such as practiced by the World Bank, MCC, and/or other multi-lateral aid agencies. The expertise needs to be demonstrated through both training and substantive practical experience. The US FAR experience is only relevant as a background knowledge; sole experience in FAR shall be considered a disqualification.
  • Bachelor’s degree or similar academic credential.
  • At least two years of experience working in procurement, supply chain or logistics or any combination of this work experience.
  • Fluency in written and spoken in English is required.
  • Competency in using computer software, especially Microsoft Office suite.
  • Excellent interpersonal skills and communication skills.
