Position Description

XLA is seeking an IPA Senior Procurement Specialist with international and international development experience in procurement for an anticipated MCC funded project. 

Requirements

The Senior Procurement Specialist is be expected to possess the following qualifications, skills and professional experience:

  • Bachelor’s degree or similar academic credential. [Specifically, substantial post-secondary education/training in public procurement subjects and/or an internationally recognized procurement qualification or certification (e.g., NIGP-CPP, CPPO from UCCPP, MCIPS, CPSM, and CPSD) may be deemed the equivalent of a bachelor’s degree at the discretion of MCC.]
  • Substantial procurement-related experience.
  • Substantial experience and demonstrated ability in the development and/or review of procurement documents for all categories of procurement (good, works, services), including bidding documents, evaluation reports, and contracts.
  • Experience in conducting or managing procurement under more than one regulatory framework is preferred. [For example, have conducted procurement governed by the US government rules as well as procurement governed be the World Bank procurement procedures.]
  • Fluency in written and spoken English is required.
  • Competence in using computer software, especially Microsoft Office suite.
  • Excellent interpersonal skills and communication skills.
