Position Description

XLA is looking for someone with Specialist knowledge on democracy, governance, and/or human rights issues. A highly detailed understanding of the overall USAID agency and USAID/Egypt mission goals and strategic plan as well as
procedures, policies, regulations, and the structure of USAID as an agency, USAID/Egypt, and the U.S. Embassy and Department of State. A detailed professional understanding of the history, current political, economic, social, key figures, and policies of the Egyptian Government. This includes a detailed knowledge of Egypt’s internal political situation, national development challenges and prospects, geography, and national development indicators. A specialist knowledge of the development priorities and strategies of the USG and Government of Egypt.

Requirements

  • A minimum of 15 years of progressively responsible, professional-level experience managing democracy, governance, and/or human rights activities is required. At least 10 years of experience in development-related work for donor agencies, Government of Egypt organizations, or non-governmental organizations/civil society.
  • Advanced technical skills in democracy, governance, and/or human rights.
  • Professional credibility/connections to establish and maintain effective working relationships with high-level counterparts, particularly with the GOE.
  • Excellent verbal communication skills; tact; excellent presentation skills to assemble, analyze, evaluate, and present sector data.
  • Excellent writing skills; excellent analytical ability to interpret public policies; strong training or capacity building skills.
  • Ability to work effectively in a team environment; ability to promote diversity, equity, inclusion and accessibility principles; and solid computer skills to manage the achievement of goals and objectives of the Mission.
  • Bachelor’s degree in political science, public administration or other business, liberal arts, humanities, sciences, social sciences, or international relations is required.
