Position Description

The Program Manager will be responsible for overseeing and coordinating all aspects of the Identity Management Services program, including project management, budgeting, stakeholder engagement, and strategy development. This role is integral to the successful execution and continued improvement of the department's identity management initiatives.

  • Develop and implement comprehensive project plans to meet objectives of the Identity Management Services program.
  • Monitor and control project execution to ensure adherence to budget, schedule, and scope.
  • Collaborate with internal teams, external partners, and stakeholders to ensure successful delivery of Identity Management Services.
  • Conduct risk assessments for projects and oversee the development and implementation of mitigation strategies.
  • Manage the procurement process in line with GSA MAS regulations, including vendor selection and contract negotiation.
  • Communicate regularly with senior leadership and stakeholders, providing updates on project status, risks, and issues.
  • Develop and manage the program budget, ensuring efficient use of resources.
  • Foster a supportive and innovative team environment, overseeing team performance and providing guidance and feedback.
  • Evaluate program performance using appropriate systems, tools, and techniques; report and escalate issues as needed.
  • Ensure program operations and activities adhere to legal guidelines and internal policies.

Requirements

Required Experience:

  • Possess a current Program Management Institute Program Management Professional (PMI/ PMP) certification
  • Minimum of five (5) years of Program Management Experience with a program of similar dollar value, size, and/or scope.
  • High proficiency developing contract deliverables and executive-level presentations/ documents

Desired Experience:

  • Demonstrated experience with the SDLC process, SAFe Agile principles, methodologies and experience modernizing processes to meet the Government’s needs
  • 3+ years managing Agile software development projects
  • Minimum of two (2) years of Department of State experience Technical writing experience
  • 3+ years managing deployment and training tasks
