Technical Lead

The Technical Lead will be responsible for leading technical aspects of the program, including system architecture design, development, testing, deployment and for providing expertise in the areas of biometric and identity management and generating artifacts for technical and/ or non-technical audience. This role requires strong technical expertise, leadership abilities, and a deep understanding of identity management systems and technologies.

• Lead the technical design and development of identity management systems and solutions.
• Collaborate with stakeholders to understand and translate business needs into technical requirements.
• Supervise technical team members, oversee development activities, and ensure adherence to best practices and standards.
• Conduct technical troubleshooting and problem resolution as needed.
• Contribute to procurement processes, including technical evaluations of vendors and solutions.
• Ensure system security and compliance with relevant federal regulations.
• Communicate complex technical information effectively to non-technical stakeholders.

Required Experience:

• Bachelor’s Degree in information technology, Computer Engineering, or related field.
• An active SAFe Agile Certified ScrumMaster (CSM) or higher, or PMP.
• Minimum of five (5) years of federal experience in biometric and identity management of dollar value, size, and/or scope.
• High proficiency in developing recommendations in the area of biometric and identify management and executive-level presentations/documents.

Desired Experience:

• Demonstrated experience with the SDLC process, SAFe Agile principles/methodologies and experience modernizing processes to meet the Government’s needs
• 5+ years expertise in Agile software development framework
• Minimum of five (5) years of Department of State experience Technical writing experience
• 5+ years member or participant on biometrics and identity management working groups
  and/or conferences, events, symposiums.
