Position Description

XLA is looking for a Subject Matter Expert (SME) to work on a part-time basis (88%) to support a Federal Agency in Washington, DC.

 

The SME will support the Workiva Compliance Use-Case, to provide guidance and direction in A-123 compliance testing and training activities, the process documentation standardization task, annual risk assessment task, and audit liaison efforts. The Senior Consultant shall provide the planning and implementation at the project level for areas identified for process improvement, opportunities to standardize and integrate processes that will increase efficiencies, open obligation review and certification, developing and enhancing open obligation and open receiver processes and procedures, assistance in the execution of control testing, and draft results and recommendations for improvement. This position requires the following experience, education, knowledge and skills:

 

  • Federal financial reporting (GTAS), reconciliations (FBWT, Payroll) and Financial Statement preparation
  • Chief Financial Officer Act Audits
  • OMB Circular A-123 audits
  • Certified and well versed in Wdesk cloud-based repository and reporting system
  • Federal financial operations and system use and preferable 3-5 years’ experience with CGI Momentum
  • Related federal financial management laws, standards, and guidance
  • Federal audit standards and guidance
  • Subject Mater Expert (SME) data gathering and analysis
  • SME with analytical tools such as Power BI, Excel, etc.
  • Business process reviews and reengineering
  • Excellent oral and written communication skills
  • Extensive knowledge and experience in Audit Readiness reviews at locations outside of the candidate’s normal workspace, this includes on-site reviews.

Requirements

  • Bachelor’s degree in accounting/finance required; CPA or MBA preferred.
  • At least 3-5 years of federal financial management
