Team Lead

XLA is looking for a Team Lead (TL) to support a federal agency located in College Park, MD. This is a Hybrid role and is contigent upon contract award.

The TL must be the Vendor's supervisory Project Manager with total responsibility for acceptable performance of work for all contract personnel.  The TL must be a working TL who conducts acquisition-related research; manages and provides training on E-Gov initiatives; and provides draft procurement policy, processes, and procedures.

The TL shall possess a minimum of two (2) years of supervisory or managerial experience managing an acquisition or acquisition support team that supports an organization with the same level or higher complexities as the NARA procurement program. 

The TL shall have a minimum of ten (10) years of experience in all aspects of Federal Government acquisition and program support including extensive experience in: 

• Researching and drafting acquisition policy and procedures at agency level or higher;
• Performing agency-wide acquisition management reviews and analysis;
• Preparing requirement documents such as performance-based work statements, SOWs, SOOs, etc.;
• Supporting interdisciplinary functional acquisition teams;
• Preparing pre-award and award documentation for all types of acquisitions with a strong emphasis on service contracting and information technology acquisitions;
• Supporting source selections and drafting source selection documents; and
• Supporting agency level contract management. 

The TL shall have a master’s degree or higher, Certified Federal Contracts Manager (CFCM) certification is desirable. 

Knowledge and Skills: 

• Extensive knowledge in all aspects of Federal Government acquisition processes, procedures, and policy.
• Strong working knowledge of the Federal Acquisition Regulation (FAR) and policy development.
• Strong working knowledge of performance-based work statement development and source selection support.
• Working knowledge of automated procurement systems and solicitation writing software (knowledge of BFS PRISM with Oracle interface is desirable).
• Strong ability to work with interdisciplinary functional acquisition teams.
• Strong oral and written communication skills.
• Familiarity with PRISM is desired.

Security Clearance: Must be eligible to obtain and maintain a US Government security clearance which means US Citizenship is required.
