Position Description

XLA is looking for a Grants Project Manager to support a federal agency located in Washington, D.C. The Project Manager shall manage the Contractor’s staff on a day-day basis and act as the central point of contact with the Department and shall have full authority to act for the Contractor to include interacting with the government for all matters concerning Contractor staff; such as technical progress and problems; risk management; program performance; schedule and on-time delivery; quality control; cost, budget, and invoices; resources; and other program-related matters. The Project Manager shall have direct accountability for the quality of services performed and items delivered. 

  • Provide management and oversight of XLA personnel supporting the Grants Program, Budget Formulation and Execution, Financial Management and Management Analysis for the Office on Violence against Women (OVW), a component of the U.S. Department of Justice (DOJ).
  • Provide grants management and grant program administration support to OVW staff by collaborating with program specialists and associate directors, and where appropriate, finance staff and DOJ colleagues.
  • Grant Program support consists of:
    • OVW Conference Administration
    • BMR/Recommendation Database
    • Data Analysis
    • Audit Liaison Support
  • Budget Formulation and Execution Support consists of:
    • Budget Formulation
    • Budget Execution
    • Financial Reporting
    • Maintaining the OVW’s Non-Grant Financial Support Tool
    • Report Reconciliation
  • Management Analysis Support consists of:
    • Assist and provide professional support services to the Administration Division on various organizational management and human capital management initiatives to include document analysis, to support workforce planning and implementation;
    • Provide support to OVW on the OVW Workforce Model— “The Model,” to include confirming work processes, and workforce attributes (no less than a bi-annually) by various means; meeting with staff and/or management: research; fact finding; etc.;
    • Provide comprehensive updates of the data attributes that go into “The Model,” as necessary to inform staff, management and components within DOJ
  • The Project Manager is responsible for 100% on time delivery of the following deliverables:
    • Weekly Status Reports
    • Accrual Reporting (estimated future costs and hours)
    • Repots (analysis and ad hoc reports including spreadsheets; conference calls and meetings; interview results and reconciliation reports)
    • Workforce Planning
    • Coordinating, updating or revising administrative policy/guidance and standard operations procedures on behalf of the Administration Division



  • 10 years’ experience as either a contract or federal Program Manager overseeing projects.
  • At least three years three years of experience in the Federal Government grants, financial management, budget or human capital arena.
  • Familiarity or knowledge of UFMS, JustGrants, or similar type systems and how to extract and use the data contained within these systems.
  • Demonstrated experience working with Human Capital/Workflow Planning Strategies
  • Ability to obtain and maintain a Security Clearance
