Position Description

XLA is looking for a Data Scientist to work onsite at a federal agency in Washington, D.C. The Data Scientist will support the establishment and capabilities of a Data Management and Analytics Unit. Specifically:


Assist with developing a Data Analysis Plan and Implementation

  • Help Formulate Objectives of the Analysis Study
  • Identify Potential Agency Components/Programs
  • Identify Responsible Parties for Data Collection and Data Analytics
  • Develop Analytical Questions
  • Develop Table of Contents for Analysis


Describe Data Analytics that will be performed

  • Describe the Type of Analytics
  • Identify the Types of Data
  • Determine the Format and Scale of Data


Design the Data Collection Methods (Methodology)

  • Determine Data Sources
  • Identify Strategies and/or Methods for Data Collection
    • Surveys, Interviews, Focus Groups, etc.
  • Define and Assess the Data Quality and Standards
  • Determine Statistical Techniques


Present Examples/Use Cases of Data

  • Compile and Organize the Data
  • Process, Cleanse, and Categorize the Data
  • Normalize, Analyze, and Interpret Data Using Systems Support Tools such as SAS, Tableau, R, Access, and Excel Applications Software
  • Generate Prelim Hypotheses
  • Conduct Analysis to Validate Data and/or Disprove Hypotheses


Assist with developing Strategies for Data Management, Documentation and Archiving

  • Managing, Storing, and Curating Data
  • Metadata Standards and Data Documentation
  • Data Preservation Strategy and Standards


Assist with developing Data Security and Confidentiality Procedures

  • Gather and/or Utilize Formal Information/Data Security Standards
  • Identify Main Risks to Data Security
  • Adopt Relevant Policies on Data Security




  • Five years of experience and a Bachelor’s Degree in Engineering, IT, Statistics, Bioinformatics, or Math
  • Experience with ETL
