Position Description

XLA is looking for a Quality Assurance Manager (QAM) to support insurance standard business operations, including insurance subject matter expertise, and daily business operations of the NFIP and Federal Insurance Directorate (FID). The QAM will be providing support to FEMA and they will be in close coordination with the WYO insurance companies and the NFIP Direct Contractor as they work together to provide the information required by the NFIP. The QAM will also engage in support activities that include tracking, collecting, disseminating, maintaining, and updating information on the NFIP and the WYO companies. The QAM must also establish field offices in the event of a flood disaster per FIMA’s concurrence. These offices are set up to expedite claims and coordinate WYO activities. The QAM must also support NFIP outreach efforts in close coordination with FIMA’s Communication Contractor. The work that the Contractor will perform will be UNCLASSIFIED. It should be noted that a substantial amount of data is considered Personally Identifiable Information and must be treated as such.


The work site will be at XLA’s Corporate Offices in Vienna, VA, and will be required to attend frequent meetings and planning sessions for coordination and planning purposes at: FEMA Headquarters, Office of Response and Recovery Doctrine and Policy Office in Washington, DC.


This is a proposal effort and the position is subject to contract award.


  • Bachelor’s Degree and 10 years of relevant experience
  • Must be a Subject Matter Expert in Insurance Business Operations
  • Previous experience with FEMA is desired
