  • Position Description

    XLA is looking for a Data Analyst/DBA for a 12 week temporary assignment. The Data Analyst/DBA DA/DBA is responsible for architecting reporting solutions for a team of business analysts tasked with tracking immigration related inquiries.  While the current environment is a Microsoft Access database, the DA/DBA will be responsible for migrating the Access Database to a SQL Server environment. The DA/DBA will also be responsible for developing and maintaining Tableau Dashboards used by ICE clients, including end user support.

     

    Duties of the DA/DBA frequently include importing, cleaning, transforming, validating, or modeling data with the purpose of understanding or making conclusions from the data for decision making purposes. The DA/DBA is responsible in running queries, reporting data and/or providing access to a limited number of database users. The DA/DBA may be required to write Data Definition Language or Data Manipulation Language SQL commands, be responsible for improving data quality and for designing or presenting conclusions gained from analyzing data using statistical tools like Microsoft Excel, SAS, SPSS, Tableau and others. 

     

    The DA/DBA will adequately and consistently review all incoming written and non-telephonic complaints submitted to U.S. Immigration and Customs Enforcement (ICE) Enforcement Removal Operations (ERO) Custody Programs Division (CPD), summarizing key points in each case, advising federal staff on the status, and tracking all cases. The DA/DBA shall monitor multiple internal IT systems and email accounts to identify new complaints and inquiries in real time. The DA/DBA will review and log all incoming cases into a case management system and conduct a preliminary review on the nature of the complaint/inquiry.

     

    The DA/DBA will maintain several Tableau Interactive Dashboards of ICE Detention Facility activities. The DA/DBA will also recognize opportunities to develop new Dashboards from Spreadsheet data or directly from ICE source systems.

     

    Additional Duties Include:

    • Designing data reporting solutions for ICE ERO CPD and its organizations from Access, SQL Server, SharePoint and Tableau sources.
    • Creating Data Quality reports to identify processing errors.
    • Designing and implement complex Data Quality Reports, Dashboards, and Ad-hoc Reporting.
    • Implementing/Document Data Warehouse best practices for the project.
    • Conducting analyses using ICE databases to query and identify systemic issues.
    • Assisting staff in collecting and entering performance data into the new system; Analyze, in collaboration with program/activity managers, the data gathered by developing standard reports, and ensure the ability of the system to generate ad-hoc reports.
    • Conducting analyses of detention complaints submitted through DHS OIG, ICE OPR, or other oversight offices, through email or phone, as directed by federal staff.
    • Conducting research using ICE databases on specific complaints, the individuals submitting those complaints, or other relevant information related to individual queries or systemic issues in ICE detention.
    • Issuing dashboard reports using data stored in Microsoft Access and SharePoint databases.
    • Developing and maintaining a Tableau dashboard for detention facility and call center reporting.

     

     

    Requirements

     

    • Requires 8 years and a Bachelor's degree or an additional 4 years of relevant experience.
    • Experience with Microsoft Access, SQL Server, Microsoft Excel, SharePoint, is required.
    • Experience with Tableau is desired (training will be provided).
    • Ability to review immigration enforcement documentation, and perform detailed analytical and research support services.
    • Law enforcement experience or experience in interpreting and applying immigration law is preferred.
    • Experience in utilizing DHS and legacy INS databases desirable.
    • Experience with ensuring that divisions are using common definitions and comparable methods of data collection, and compatible reporting formats. 
    • Experience in responding to requests for information and searching automated systems for data.
    • Experience producing dashboard reports using stored data.
    • Ability to create and maintain Job Aids to assist end users in the Navigation of Tableau databases.
    • Familiarity with mobile applications. Experience with Tableau Mobile applications and data highly desirable.
    • Experience in the use of the Tableau Server Developer environment, and the Tableau Reader is desirable.
