  • Position Description

    XLA is currently seeking a Financial Systems Consultant to join our team in Arlington, VA. The successful candidate will serve as a key member for a Federal Agency Consulting engagement. The candidate will provide financial system support services, specifically supporting in the role of a Momentum Systems Analyst.  Additional skills and responsibilities are defined below:

    • Supports the business operations of a federal client using CGI’s UFMS ERP system;
    • Works cooperatively with system users and stakeholders to implement new software functions or business processes; and
    • Will follow the software development lifecycle.
    • Provides support for systems supporting Acquisition, Relocation, Transit Subsidy, Purchase Card Systems; includes agency internal, government wide systems, and other non-governmental systems, as appropriate.  Support includes:
      • Developing and Deploying System Training
      • Developing and Maintaining System and Process documentation
      • Developing and Maintaining User documentation
      • Hotline User Support
      • Developing and Maintaining System Metrics & Reports
      • Executing System/Data Audits
      • Testing version releases and upgrades
      • Executing system data pulls and data analysis/mining tasks
    • Automates manual processes with applications including, but not limited to: SQL, SharePoint, InfoPath, Captivate, Microsoft Office suite, Adobe Pro, UFMS (Momentum)
    • Researches and learn new technology tools and applications to improve processes in FA and/or DEA.
    • Full life-cycle support for the Financial Management Division’s (CFO) intranet and team sites (DEA-wide access = intranet, internal division/office access = team sites). SharePoint platform. 
    • Sample of Systems/Applications include:
      • JPMorgan (Pcard)
      • FPDS-NG
      • UFMS (Momentum)
      • Contract Portfolio (FIRST Application)
      • FedBizOps
      • SAM
      • CPARS
      • SharePoint (FC Intranet/FA Team Site)
      • InfoPath

    Other Responsibilities:

    • Reviews and improves customer statements of work and other pre-award documentation.
    • Participates in working groups.
    • Reviews and participate in training development and delivery.
    • Develops briefings and position papers, review drafts, and finalize documentation.


    • Four (4) year of relevant experience
    • Be knowledgeable of all aspects of the procurement function.
    • Has experience in program management relating to enterprise-wide management of systems.
    • Needs experience with assisting in developing policy at the request of and under the guidance of federal personnel.
    • Experience reviewing acquisition requirements documents.
    • Has relevant subject matter expertise.
    • Has experience in the field of program analysis and in information management systems support.
    • Excellent communication skills, both written and oral, the ability to handle multiple assignments at the same time, and excellent organizational skills.
    • Comfortable with Technology
    • Ability to communicate orally and in writing
    • Ability to plan and execute work independently
    • Experience with processing invoices (billing)
    • Team player, well-organized, self-motivated, with a desire and ability to learn quickly
    • Good analytical skills
    • Ability to work collaboratively with other offices in:
      • Resolving issues and developing resolution recommendations
      • Developing system requirements and FA application tools
    • Proficient in at least one of the following:
      • UFMS application (Momentum software or similar contract/financial management system)
      • Federal contracting
      • User helpdesk experience
    • Related work experience as a GS-1102 Contract Specialist or GS-345 Program Analyst is desired.


    Education Requirements:

    Bachelor's degree with a minimum of 24 semester hours of business or equivalent
