  • Position Description

    XLA supports the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO) to provide data analysis and process management support as a part of our overall program management support. Customer expectations are high; written and verbal communications with the customer organization occur daily, usually hourly. The team is expected to consistently meet all deadlines, which often include ad hoc requests and short timelines. You will be joining a high-performance team producing work products that have great visibility, so it is imperative that work products are of the highest quality possible, thorough and accurate. 

    The Data Analyst will adequately and consistently review all incoming written and non-telephonic complaints submitted to CPD and the DRIL, summarizing key points in each case, advising federal staff on the status, and tracking all cases. The Data Analyst shall monitor multiple internal IT systems and email accounts to identify new complaints and inquiries in real time. The Data Analyst will review and log all incoming cases into a case management system and conduct a preliminary review on the nature of the complaint/inquiry.

    Responsibilities: 

    • Conducts analyses of detention complaints submitted through DHS OIG, ICE OPR, or other oversight office, email or phone, or as directed by federal staff
    • Conducts research using ICE databases on specific complaints, the individuals submitting those complaints, or other relevant information related to individual queries or systemic issues in ICE detention
    • Logs all information into a web-based case management system
    • Works cases and develops summaries of cases to be referred to an ERO Officer/Agent, ERO field offices or ICE headquarters offices for follow-up review and action
    • Translates policy and strategic initiatives into design, development and implementation of innovative data analysis, reports, metrics, processes, and tools for performance management, policy implementation and monitoring, data visualization, policy analysis, forecasting, and reporting
    • Evaluates existing data tools, operational processes, and artifacts to determine gaps and develop improvement plans
    • Drafts, edits, and manages written communications such as executive summaries, memorandums, policy memos, and briefings
    • Adapts within a fast-paced environment and display flexibility to adjust goals and priorities to generate on-time and high-quality deliverables that meet client requirements

    Requirements

    • Experience in responding to requests for information, conducting searches in government databases, and developing concise summaries with decision points under tight deadlines.
    • Excellent reading comprehension, writing and communication skills.
    • Ability to review A-files and other immigration enforcement documentation, and perform detailed analytical and research support services.
    • Ability to work independently and to manage and prioritize multiple work assignments.
    • Law enforcement experience or experience in interpreting and applying immigration law is preferred.
    • Experience in utilizing DHS and legacy INS databases desirable.

    Education Requirements:

     

    Bachelor’s Degree and two years of related experience; or an Associate’s Degree with three years of related experience; or six years of related experience if no degree.
